Forum: Revise Highway Code to change the mindset of road users

Gracious driving is fast becoming a lost art on our roads and I agree that there is a need to change the mindset on road use culture here (On the road, who is king? Why S’pore needs a “major reset” in road use culture, Aug 30). To effect a real mindset change, a new framework for road use must be established.

Senior columnist Chua Mui Hoong suggested that “we can reorder the hierarchy of importance so car drivers are not at the apex”, with the “more powerful user having a greater duty of care to look out for more vulnerable road users”.

This will be a major mindset reset and it can happen only with a fundamental change in the rules of the road. This has been done in the United Kingdom.

Changes to the UK’s Highway Code introduced a new “hierarchy of road users”, prioritising pedestrians and smaller vehicles over larger ones. This shift could be a valuable model for updating our own Highway Code, encouraging a similar change in mindset among road users here.

To facilitate and strengthen the mindset change, our driving schools should also teach learner drivers good driving behaviours and proper etiquette on how to interact with other road users harmoniously throughout their learning journey and beyond.

All road users must continue to exercise reasonable care to avoid harming others.
